
Declaration of National Solidarity
For Sustainable Peace and the Establishment of a Legitimate National System in Afghanistan

“Hold firmly to the rope of God, all of you together, and do not be divided.”
In full awareness of the grave situation in Afghanistan, and with the shared aim of achieving sustainable peace, restoring fundamental rights, and establishing a legitimate, accountable and nationally grounded governance system, the undersigned political parties, movements and national figures—while maintaining their organisational independence—announce this Joint Initiative for National Solidarity, pursuing the following objectives:
I. Political Resolution of current crisis of the country through Inclusive Intra-Afghan Negotiations
- The current crisis must be resolved through comprehensive and inclusive intra-Afghan negotiations, convened as soon as possible with the support of the United Nations, the UN Security Council, regional states and the international community.
- These negotiations must lead to a binding political agreement that establishes sustainable peace, national reconciliation and a legitimate political system of governance based on an agreed roadmap and timeline.
- Implementation of such an agreement should be guaranteed by the UN Security Council, regional countries and the wider international community, and compliance should be a key condition for recognising any Afghan government.
- Signatory political and civil actors commit to active participation in the process and stress the need for meaningful participation of women and young people in both the negotiations and the future political system.
II. Restoring National Sovereignty through a Legitimate and People-Centered System of Governance
- Political and civil society stakeholders must work together to reach inclusive intra-Afghan settlement leading to free, transparent and nationwide elections at national and local levels.
- A new constitution should be drafted and adopted through a lawful and participatory national process, guaranteeing fundamental rights and defining the state’s structure in line with public will.
- Freedom, independence, territorial integrity, national sovereignty, democratic governance and the rule of law must be safeguarded, and Afghanistan must not become a ground for foreign rivalry or interference.
- The signatories support the implementation of UN Security Council Resolution 2721 (2023) and the recommendations of the UN’s independent assessment.
III. Upholding Human Rights and Combating Discrimination
- Restrictions depriving women and girls of education, work, travel and participation in social and political life must be lifted immediately.
- Arrests and prosecutions of former civil and military personnel must cease, and harassment outside lawful judicial processes must end.
- Land grabs, forced displacement and impunity for such acts must stop, with perpetrators held accountable nationally and internationally.
- The sale of natural resources must be subject to public oversight and legal accountability.
- Unlawful restrictions on freedom of expression and political or civil activity must be removed, and the root causes of mass and forced migration must be addressed.
IV. Expansion, Transparency and Effectiveness of Humanitarian Assistance:
- Restrictions on women’s employment in government and humanitarian agencies must be removed immediately.
- National resources must be used transparently and responsibly to meet the urgent needs of vulnerable citizens—especially women and children—under the oversight of independent and credible bodies.
- Donor countries are urged to strengthen transparency and prevent misuse of humanitarian aid, in line with international humanitarian principles.
- Countries that have suspended or reduced aid are encouraged to resume assistance—subject to impartial oversight and fulfilment of the above conditions—given the catastrophic situation and their moral and legal responsibilities.
In conclusion, the Taliban leadership must recognise that failure to respond responsibly to the Afghan people’s legitimate demands—restoration of national sovereignty, resolution of the crisis through intra-Afghan dialogue, and full respect for human rights, particularly women’s rights—will carry grave consequences, as judged by history.
We call on all political and civil society stakeholders in Afghanistan to support this national solidarity initiative and join the process, mindful that the opportunity for meaningful change is limited.
We urge neighbouring, regional and international partners to support the just demands of the Afghan people reflected in this declaration.
We further call on the United Nations to ensure the meaningful participation of Afghanistan’s political and civil society stakeholders in all UN-led political processes concerning the country’s future.
